Illinois CO₂ Pipeline Requirements

One Earth Sequestration is developing a carbon capture and storage project near Gibson City, Illinois. This page provides public information related to Illinois Commerce Commission review of the planned CO₂ pipeline, including project status, public meeting information, landowner notice information, planned route maps, safety planning, environmental and cultural resource review, and opportunities for public input.

5. Pipeline Design, Safety, and Emergency Planning

One Earth Sequestration is developing the planned CO₂ pipeline using documented engineering and safety criteria. Project planning includes pipeline integrity, leak detection, CO₂ dispersion modeling, emergency response coordination, and community preparedness.

  • Project planning addresses route alignment, right-of-way, pipeline materials, road and utility crossings, automatic shutoff valves, corrosion control, instrumentation, and operations and maintenance.

  • The planned system will include instrumentation, monitoring, and operating procedures designed to identify and respond to abnormal operating conditions.

  • Site-specific CO₂ dispersion modeling, including three-dimensional computational fluid dynamics modeling, is being used to support pipeline safety evaluation, emergency planning, and the ICC application.

  • Emergency planning addresses emergency contacts, notification procedures, public communication, coordination with local emergency responders, training, and preparedness activities.

  • Public safety summaries and supporting materials will be posted as they become available.

6. Environmental and Cultural Resource Review

One Earth Sequestration is using environmental field studies, desktop reviews, mapping, and agency information to support project planning and regulatory review.

  • Project review includes land use, wetlands, streams, surface-water features, water resources, and construction best management practices.

  • Field studies, desktop review, mapping, and agency information are being used to evaluate threatened and endangered species and other protected-resource considerations.

  • Cultural resources review has been performed for the planned pipeline corridor and proposed project disturbance areas.

  • Project procedures address the appropriate response if cultural materials or human remains are unexpectedly encountered during construction.

  • Appropriate public environmental and cultural-resource materials will be posted as they become available.
