One Earth Sequestration is developing a proposed carbon dioxide pipeline connecting the One Earth Energy facility near Gibson City with one planned injection well, OES No. 1, in McLean County. No ICC Certificate of Authority application has been filed, and the proposed route has not been approved by the Illinois Commerce Commission.

4. Planned Route Maps

The maps and downloadable files below show the currently planned carbon dioxide pipeline route and associated project facilities. The proposed route has not been approved by the Illinois Commerce Commission and may be refined during engineering and regulatory review.

Route Description

The currently planned approximately 5.4-mile, 8-inch carbon dioxide pipeline would begin at the One Earth Energy ethanol facility on the western edge of Gibson City in Drummer Township (T. 23-24 N., R. 7 E.). From the facility, the route would proceed west approximately 2.55 miles, crossing N 300 E Road, N 200 E Road, and N 100 E Road.

At approximately mile 2.55, the route would turn northwest and continue approximately 0.9 mile to the Ford-McLean County line at N 4200 East Road. In Cheney’s Grove Township (T. 23 N., R. 6 E.), the route would continue northwest approximately 0.75 mile to the south side of E 1400 N Road.

The route would then proceed west approximately 0.15 mile before crossing north over E 1400 N Road for approximately 200 feet to the Mainline Valve No. 3 trap site. It would then cross back to the south side of E 1400 N Road, continue west approximately 0.4 mile across N 4100 East Road, and proceed west for another approximately 0.56 mile. The final segment would turn south for approximately 245 feet and terminate at the planned OES No. 1 injection well.

After locating the property, open the applicable OES route file in Google Earth and compare the property’s general location with the proposed route, 200-foot route corridor, or alternative route.

County parcel information and Google Earth imagery are provided for general reference. They do not constitute a survey or establish legal property boundaries or exact distances. Questions concerning a specific property may be submitted using the contact information in Section 8.

5. Pipeline Design, Safety, and Emergency Planning

One Earth Sequestration is developing the proposed CO₂ pipeline using documented engineering and safety criteria. Project planning addresses pipeline integrity, leak detection and monitoring, CO₂ dispersion modeling, risk assessment, emergency-response coordination, chemical-safety contingency planning, and community preparedness.

Several safety and emergency-planning materials are still under development. Public executive summaries will be posted after the underlying work is completed and the summaries receive the necessary engineering, security, and legal reviews.

ALTERNATIVE PIPELINE ROUTE

OES evaluated an alternative pipeline alignment connecting the same project endpoints as the currently planned route: the CO₂ compression facility at the One Earth Energy site and the planned OES No. 1 injection well. The alternative follows a different alignment between those endpoints and is provided for comparison. It is not the route currently proposed for construction.

  • The proposed system consists of an approximately 5.4-mile, 8-inch carbon dioxide pipeline connecting the existing carbon dioxide compression facility at the One Earth Energy site with the planned OES No. 1 injection well.

    Pipeline design addresses route alignment and right-of-way requirements; pipe material, wall thickness, and pressure rating; required depth of cover; road, drainage, and utility crossings; automatic isolation and shutoff valves; pressure and temperature monitoring; overpressure protection; corrosion control and cathodic protection; instrumentation and communications; and operating and maintenance requirements.

    The final design will incorporate the results of the project-specific hydraulic and surge analysis, dispersion modeling, risk assessment, and emergency-planning work and will comply with applicable federal and state pipeline-safety requirements.

  • The proposed approximately 5.4-mile, 8-inch carbon dioxide pipeline would be installed primarily below ground using conventional pipeline-construction methods. Anticipated activities include surveying and route staking, utility locating, preparation of approved work areas, limited clearing and grading where necessary, topsoil segregation, trenching, pipe delivery and installation, welding and inspection, protective-coating inspection, road and utility crossings, lowering the pipeline into the trench, backfilling, pressure testing, restoration of disturbed areas, and installation of cathodic-protection systems. Trenchless construction methods may be used at selected crossings where appropriate.

    Major surface features would include the existing carbon dioxide compression facility and pipeline connection at the One Earth Energy site; the Mainline Valve No. 3 trap site, including isolation valves and associated piping, instrumentation, and control equipment; and the planned pipeline connection and surface equipment at OES No. 1. Limited pipeline markers and cathodic-protection test stations would also be installed along the route. Final construction methods and facility configurations may be refined during final engineering, permitting, and regulatory review.

  • A project-specific hydraulic and surge analysis has been completed for the proposed 8-inch carbon dioxide pipeline and one-well configuration. The analysis evaluated steady-state and transient operating conditions to support pipeline design, pressure control, and equipment protection. Public-facing information will be posted after the necessary engineering, security, and legal review.

  • The planned pipeline system will use pressure, temperature, and flow instrumentation, control-system alarms, operating procedures, and routine inspections to identify abnormal operating conditions.

    If a potential release or other abnormal condition is identified, operators will evaluate the operating data and may initiate shutdown and isolate the affected pipeline segment using designated valves and response procedures. Final leak-detection, alarm, shutdown, and isolation provisions will be confirmed through detailed design, commissioning, risk assessment, dispersion modeling, and emergency-response planning.

  • One Earth Sequestration has initiated a project-specific risk-based assessment. A downloadable public executive summary will be posted here after the assessment is completed and approved for public release.

  • Project-specific CO₂ dispersion studies have been completed using consequence modeling and three-dimensional computational fluid dynamics modeling. The results are being evaluated to support pipeline safety, risk assessment, emergency planning, and the ICC application. A public-facing executive summary will be posted after the necessary engineering, security, legal, and publication-rights review.

  • One Earth Sequestration has initiated preparation of a chemical-safety contingency plan. A downloadable public executive summary will be posted here after the plan is completed and approved for public release.

  • One Earth Sequestration has prepared a draft Emergency Response Plan addressing leak detection, emergency shutdown and isolation, emergency contacts and notifications, incident command, public communication, protective actions, responder coordination, training, drills, and post-incident review. The plan is being updated for the current one-well project configuration and will incorporate relevant findings from the CO₂ dispersion modeling, risk-based assessment, and Chemical Safety Contingency Plan. Coordination with county emergency-management agencies and local emergency responders will continue as the plan is finalized.

  • Public-facing executive summaries of the pipeline design basis, hydraulic and surge analysis, and CO₂ dispersion modeling will be posted here after the necessary reviews are completed. Risk-assessment and chemical-safety-contingency-plan materials will be added after those efforts are completed and approved for public release.

6. Environmental and Cultural Resource Review

One Earth Sequestration is using environmental field studies, desktop reviews, mapping, and agency coordination to evaluate environmental and cultural resources along the proposed pipeline route. These reviews support project planning, permitting, and regulatory review.

Publicly available supporting materials will be added as the applicable reviews are completed.

  • Project planning has evaluated streams, drainage features, wetlands, groundwater, soils, floodplains, potentially contaminated sites, and other land and water resources along the current project corridor. Aquatic-resource field surveys have been completed for the areas evaluated, and the results have informed route planning, crossing methods, construction work areas, permitting, and restoration requirements.

    A project-specific Water Impact Assessment has also been prepared to evaluate the additional groundwater demand associated with CCS operations. The assessment concludes that the additional demand is not expected to result in significant adverse impacts to the Mahomet Aquifer, nearby groundwater users, public water-supply systems, or surface-water resources.

    Environmental protection measures include avoiding and minimizing impacts where practicable; using appropriate wetland, waterbody, road, and drainage-crossing methods; implementing stormwater, erosion, and sediment controls; conducting environmental inspections during construction; restoring disturbed areas; and monitoring revegetation and permit closeout. The project will comply with applicable federal, state, and local permits and agency requirements.

  • A project-specific Biological Assessment, supported by desktop review and field habitat surveys, has been completed and submitted to the U.S. Environmental Protection Agency. The consultant concluded that the proposed Project may affect, but is not likely to adversely affect, the listed and proposed species evaluated and identified no designated critical habitat within the assessed area. Agency review and consultation are ongoing. Public-facing materials will be posted after the necessary agency and legal review.

  • Phase I cultural resource fieldwork and a final survey report have been completed for the areas evaluated. The consultant concluded that the Project is unlikely to have an adverse effect on archaeological resources within the surveyed area and recommended no further archaeological investigation or avoidance. The report is being coordinated with the U.S. Environmental Protection Agency and the Illinois State Historic Preservation Office. Public-facing materials will be posted only after the necessary agency and legal review.

  • A draft Inadvertent Discovery Plan has been prepared to establish stop-work, protection, notification, evaluation, and consultation procedures if previously unidentified archaeological resources or potential human remains are encountered during construction. The plan will be updated for the final project configuration and coordinated with the responsible agencies, the Illinois State Historic Preservation Office, and consulting Tribes before construction begins.

  • One Earth Sequestration has completed a carbon-footprint assessment evaluating greenhouse-gas emissions associated with the manufacture, construction, operation, and maintenance of the proposed CO₂ pipeline and injection-well infrastructure. The assessment compares those emissions with the amount of CO₂ expected to be permanently sequestered.

    The assessment is being updated to reflect the current one-well project configuration. A downloadable public version will be posted after the update is completed and approved for release.

  • Downloadable public versions of environmental and cultural-resource materials will be posted here when appropriate and after the necessary agency, technical, and legal reviews are complete.

7. ICC Application Materials and Project Updates

One Earth Sequestration has not yet filed an application with the Illinois Commerce Commission for a Certificate of Authority to construct and operate the proposed carbon dioxide pipeline. This section provides the current application status, anticipated construction timeline, and significant project updates. After the application is filed, the ICC docket number and publicly available application materials will also be posted here.

    • One Earth Sequestration is currently completing prefiling public outreach, engineering and environmental review, safety planning, and preparation of the ICC Certificate of Authority application. No application has been filed, and the proposed pipeline route has not been approved by the Illinois Commerce Commission.

      After the application is filed, the ICC docket number, a direct link to the ICC e-Docket, publicly available application materials, and instructions for public participation will be posted here.

  • The project is currently in prefiling development, and specific construction dates have not been established. OES anticipates using a design-bid-build project-delivery approach. Under this approach, engineering and final design will be completed before construction work is bid and awarded to one or more qualified contractors. The project is expected to proceed through the following general phases. Construction will not begin unless and until OES receives the required ICC authorization and other applicable permits and approvals.

    Phase 1 – Prefiling and Application Preparation — Current Phase

    Complete engineering and environmental review, public outreach, required public meetings and notices, safety planning, and preparation of the ICC Certificate of Authority application.

    Phase 2 – ICC Application and Regulatory Review

    File the Certificate of Authority application and participate in the ICC review process. Application materials, the ICC docket number, and instructions for public participation will be posted after filing.

    Phase 3 – Final Engineering and Preconstruction Preparation

    Complete final engineering, surveying, utility identification, route staking, access planning, temporary-workspace preparation, procurement, construction contract award, and contractor mobilization.

    Phase 4 – Site and Route Preparation

    Prepare approved pipeline work areas and facility sites; establish required environmental and construction controls; segregate topsoil; and conduct limited clearing and grading where necessary.

    Phase 5 – Pipeline and Facility Construction

    Excavate the pipeline trench; install and inspect the pipeline; complete road, drainage, and utility crossings; install valves, instrumentation, and monitoring equipment; and complete the connections at the One Earth Energy facility and OES No. 1.

    Phase 6 – Testing and Commissioning

    Perform required pressure and integrity testing, verify monitoring and safety systems, complete final inspections, and commission the pipeline for operation.

    Phase 7 – Restoration and Closeout

    Backfill and restore construction areas; replace segregated topsoil; repair drainage features; stabilize and revegetate disturbed ground; and complete final cleanup and permit closeout activities.

    This timeline is preliminary and phase-based. More specific schedule information will be posted as regulatory review, engineering, permitting, procurement, and construction planning advance. Physical construction will not begin unless and until the required ICC authorization and other applicable permits and approvals are obtained.

  • expansion and the One Earth Sequestration carbon capture and storage project. The analysis evaluates estimated construction and ongoing employment, employee earnings, economic output, and local property-tax benefits in Ford County, McLean County, and the State of Illinois. The report separately identifies the estimated economic impacts associated with the One Earth Sequestration project.

    The complete report will be posted here after confirmation that it has been approved for public release.

    August 26, 2026 — OES scheduled four prefiling public meetings. Meetings will be held at 10:30 a.m. and 5:30 p.m. on October 7, 2026, at the Countryside Campground Event Center in Gibson City and on October 15, 2026, at the McLean County Fairgrounds Mini-Expo Building in Bloomington.
